Municipal Green SnowPro Certification

Certifying municipalities in their efforts toward salt reduction practices to benefit infrastructure, budgets and the environment.

Voluntary Municipal Winter Maintenance Certification (Municipal Green SnowPro) is available for municipalities working towards reducing their winter salt application and preventing increasing concentrations of chlorides in their communities surface and ground waters.

What are the levels of certification for Municipal Green SnowPro?

There are three levels of certification that a municipal winter maintenance program can apply for: Standard, Advanced and Expert. All levels of certification require all snow and ice management employees to complete required training, submittal of a salt reduction plan that must be updated every five years, an annual certification fee of $450, storage requirements for all de-icing and anti-icing materials, and required documentation on equipment calibration. A municipal program seeking Advanced or Expert certification must also submit an annual self-audit report as well as implement and maintain documentation of salt reduction best management practices.

How does a municipality become a certified NHDES Municipal Winter Maintenance Program?

To apply for a Voluntary Municipal Green SnowPro Standard Certification, the governmental unit shall:

  1. Designate up to two Municipal Green SnowPro Coordinators who are responsible for:
    • Overseeing and ensuring compliance with the certification.
    • Remaining current on required coursework and training.
  2. Submit a Voluntary Municipal Winter Maintenance Certification application to NHDES.
  3. Submit a Salt Reduction Plan.
    • Salt Reduction Plan is required for initial certification and then in five-year intervals.
    • A Salt Reduction Plan template is available for use.
  4. Submit the annual application fee of $450 to NHDES. The check for the associated annual certification fee should be made payable to: Treasurer – State of NH.
  5. Send the check, Salt Use Report and application to the NHDES Green SnowPro Program:

                            Attn: Green SnowPro.

What is the cost of certification?
 

The Voluntary Municipal Winter Maintenance Certification has an annual fee of $450 per municipality. The fee covers all snow and ice management employees who have completed required coursework under their municipality's Winter Maintenance Certification.

Green SnowPro certified applicators are required to take a full course as well as pass the exam every five years.
